Three brothers—Samuel Swanston, Elias Swanston and James Auld—owned and operated a farmstead on what is now Southdale Drive and East Broadway Street for many years before selling it to Washburn Fenton in 1865. The new owner built two churches and started growing crops: wheat and flowers were among his first efforts. This early development led to Burnsville's nickname "The City of Flowers." In 1862, when Minneapolis was founded as a town, strict regulations applied about where people could live; because Burnett Avenue (now Pioneer Avenue) ran through downtown then (and still does), some Harmony residents decided to move out into what would become Burnesville proper instead of continuing along Burnett Avenue which they considered dangerous territory with no grocery or other commercial interests nearby. With few exceptions throughout Municipal History®, all incorporated municipalities within their original borders granted themselves full local autonomy once they achieved such status quo ante facto®*. That said*, annexation of adjacent Rural Township 2 northwest of downtown†† did take place†‡ during this time period so there may have been some degree of coordination between those governing bodies*(*although not necessarily).
