The department continued to use the ranges until 1971 when they were closed due to budget cuts. In 1986, ownership passed back to the City of Blaine Parks and Recreation Department after being acquired by them fromthe Municipal Shooting Grounds Trusteeship. The department continues to use these ranges today as part of their shooting programs.
Blaine is a small town in the Minnesota Valley, located about an hour and a half away from Minneapolis. It has a population of around 2,000 people and is home to the Blaine Daily News, which is the local newspaper. The town was founded in 1873 by Swedish immigrants as Nissen Township. In 1941, it became part of Ramsey County. In 1971, Blaine became a city. The current mayor is Kristin Rasmussen and the city council consists of six members. Blaine’s history can be traced back to 1873 when Swedish immigrants first arrived in what is nowMinnesota Valley. At that time, Nissen Township consisted of just 10 homes and was named for one of the original settlers, Nicholas Nissen. Over time, Nissen Township grew to include over 100 residents and businesses. From its inception until 1941 when it became part of Ramsey County, Blaine had no government representation other than through township meetings which were held every two weeks at 7 p.m.. In 1971 when Blaine became a city, however, mayoral elections were established with voting taking place on an open-ended basis instead of twice per week like before. As such, Blaine’s first Mayor was Harry LaFontaine who served from 1971-1975; then Dale Weiland took office for two terms (1977-1981) before becoming Mayor again (1983-1989). During his tenure as Mayor (1983-1989), Blainians experienced some major milestones including construction of the new City Hall and addition of more than 1/3rd of all new housing units within city limits between 1983 and 1990 during his term alone! During Kristin Rasmussen’s term as Mayor (2018 – present), there have been several important advancements made in regards to community services such as increased funding for youth programs; development funding for economic revitalization initiatives; creation or expansion of multiple parks including Cottage Park & Community Park; establishment or expansion of several public libraries including the newly renovated Stonington Branch Library; establishment or renovation/updates to several schools such as Hennepin Technical High School & East Side Junior High School along with Numerous other improvements throughout her tenure including: increasing funds available for park maintenance & repairs; creating blight prevention ordinances specifically targeting areas with high rates of crime; expanding opportunity scholarships opportunities available both within & outsideof the municipality
