In 1907, it incorporated as a city, becoming one of seven cities in Minnesota that were granted cityhood by then- Governor Millard Fillmore on November 3, 1907. In 1958, when Apple Valley School District #1 merged with other school districts in the state of Minnesota to form Target Schools Inc., part of that merger also included Maple Grove Township which had been annexed into Target School District #1 since 1954; Brown Lake Township which had been annexed into Target School District #2 since 1955; and Apple River Township which had been annexed into Target School District #3 since 1957 (the last annexation occurred prior to the opening of University City High School). After several years without any action by either party, township officials approached their counterparts at Target about annexing their communities back into the district because they felt they were not being given enough attention byTarget administrators - even though all three communities still remained outside OFD#1's boundaries despite having similar populations (apart from size). On February 11, 2016 both districts announced they would be merging due to budgetary constraints – with all three townships joining forces with Maple Grove Township becoming Pioneer Heights while Brown Lake Twp./Appleton River Twp./Pioneer Lakes went individual status as elementary schools once again.)

Apple Valley is a small town in the Minnesota counties of Ramsey, Scott, Pepin and Kittson. The population was 707 at the 2000 census. It was founded in 1854 by families of Scottish immigrants who took up land east of Minneapolis. Apple Valley's first post office opened in 1857. The town grew rapidly during the late 19th century as farmers developed new irrigation systems and cotton plantations near St. Cloud, north of Minneapolis. In 1915, Apple Valley became part of the city of Minneapolis; however, it preserves its rural character and retains some vestiges of its Scots-Irish culture including an annual commemoration of the death of Robert Burns which takes place on July 16th.
