In 1885–86 Hennepin County constructed a road from Lovejoy through rural Anoka Valley with funds provided by millionaire Andrew Carnegie; this road became known as "Carnegie Boulevard".[3] In 1886, Russian immigrant Peter Kropotkin moved into Anoka Township with his family; he established Kropotkin Institute there in 1888. In 1907–08 Drury Brothers Company built an electric power plant (the first in America) on Fourth Street between Cedar Avenue and First Avenue – also called "Drayton Towers" because it resembled turrets on a castle]. In 1912, DDM Mining started operations nearby at what is now Dimond Lake with plans to produce coal for local electric companies; however, because no other mineral resources were discovered until more than 50 years later, DDM mined primarily limestone (containing lead) and shale (containing asbestos) until it ceased production in the early 1970s when all other mines closed except for a small conventional mine near Plymouth that continued operations until 2006. The population growth rate during this time was much faster than anywhere else in Minnesotas Metropolitan Statistical Area; however steady job losses during both World Wars led to economic decline starting around the late 1940s especially after aluminum production became competitive with other domestic sources outside of MN without any new investment or product development coming through fromDDM or anyone else involved with mining/manufacturing aluminum products hereabouts).
