Anoka is a city in Minnesota, United States. It is the seat of Ramsey County and is located on the Mississippi River. As of the 2010 census, the population was 714, making it the third-largest city in Minnesota. The University of Minnesota Anoka–Ramsey Campus is located in Anoka. The area that would become Anoka was first settled by indigenous peoples known as Dakota and Ojibwe. The first European to visit what would become Anoka was Pierre Le Moyne, Sieur de La Salle in 1682. He named the area after his friend and patron, Nicholas-Jacques Cartier (1619-1691). In 1851, a group of Methodist ministers founded an academy at what would become Ramsey College; this group later became Presbyterian Theological Seminary which still operates today as a private institution with its own campus in Ramseysville near Minneapolis. In 1870, followingMinnesota's admission to the United States as a state, Anoka became one of six townships within Ramsey County. On July 1, 1907 it became an incorporated city when it adopted an ordinance establishing boundaries for an urban zone within its borders north of Hennepin Avenue South between Blackshear Road and Maple Street (now part of Interstate 35E). This new city had no limits south of Hennepin Avenue South and only consisted of a downtown core surrounded by parkland on all other sides save for two blocks east of First Avenue South where businesses were located on streets that ran perpendicular to Hennepin Avenue South: Union Boulevard (today’s Lyndale Parkway) and Lafayette Boulevard (later renamed Snelling avenues). A comprehensive plan for developing Anoka was adopted by City Council on December 12th 1909 which included annexing land from present day Richfield Township westward to Mankato Road southward including most recently annexed Stroudsburg Township from 1911 until 1915 when that township disbanded due to lack of growth or development thereon; land also annexed from Rochester (northwest corner now location occupied by Target Corporation) on both sides thereof between State Highway 11W & US 61W extending northeasterly into Richfield Township including all property currently lying within Herndon Heights although some buildings erected during early days settlement may have been removed during ensuing years annexation process; total surface area proposed amounted to 4 miles square with sidewalks running along entire perimeter
