When Andover, Minnesota was founded in 1854, there were few firearms available to the town's citizens. The town's first gunsmith, John H. Fensterman, made and sold revolvers only. In 1892, Andover acquired its present arsenal from the Minneapolis armory and began stocking handguns and rifles. At that time, Andover was one of the most popular gun towns in America. The arsenal continued to be active until 1971 when it closed its door for good. The last weapons sales took place on December 15th of that year. Today, the arsenal is still a part of history with a small collection of antique firearms as well as replica guns and pistols custom made for residents of Andover by their own revolver smithy team. The arsenal has been home to many important events over the years such as hosting the Miss Universe pageant in 1951 and serving as host city for several summer state fairs including those in 1978 (the Fair went off without a hitch), 1984 (the state fair was moved out to Target Field due to rain), 1992 (Andover became an official U.S. City after becoming a Minnesota city), 1995-1997 (Andover hosted the NCAA Men’s Basketball Tournament) and 2002-2004 (theFair returned back to Target Field).

Andover became an incorporated town on December 16, 1907. Andover is one of only two towns in Minnesota that have been named after George Washington (the other being Alexandria, Minnesota). The history of Andover begins with its incorporation into the city of Minneapolis on December 16, 1907. The first residents of Andover were farmers and their families who had settled around Bad Axe Creek. In the early 1800s, it was a small stream settlement where Native Americans hunted and gathered food for their own needs. By 1830, however, the settlers had developed a farmstead and began to raise horses and cattle to support themselves and their families. In 1872, three men from Stroudsburg Township traveled through Minneapolis looking for land to purchase. They reached Interstate 35 and saw that there was open space east of downtown where they could build a community. They called the new community "Andover" after George Washington's birthplace in Fairfax County, Virginia. The first store opened in 1873 at what is now First Avenue East and Hennepin Avenue North. Andover continued to grow during its early years as word spread about its potential as a rural agricultural center with access to transportation via wagon roads and stagecoaches running between Minneapolis and Stroudsburg Township." When streetcar service arrived in 1903, Andover quickly became one of its most popular destinations because it allowed residents easy access to downtown Minneapolis without having to walk or ride bicycles uphill! After World War II ended on September 2nd 1945,[citation needed] many Ofverians lost their jobs which caused some difficulty maintaining groceries prices at $1/ sack while gasoline prices increased from 25 cents pergallon up to $3/gallon by 1948; this led Toeverians elected representatives who started proposing raising taxes on consumption items such as cars[7]. However these proposals never made it past City Council before they were cancelled by Mayor Rudy Arnott[8]. In 1951–1952 anti-tax activist Norman Carlson organized several protests against Mayor Arnott’s policies including blocking streets near city hall with garbage cans throughout “ Tax Resistance Zone” until he was arrested[9][10] . This event helped leadto reforms within City Hall that included more public hearings before decisions were made instead of just personal letters from Mayor Arnott like previous mayors had done
