In 1941, voters approved an ordinance authorizing alcohol sales within city limits. That same year saw the annexation of adjacent towns of Becker and Holland into Andover Township . In 1945, voters approved an ordinance authorizing construction of a water tower on Third Avenue east of Main Street . That same year saw the opening of Andovers Hospital - now known as MN Children's Medical Center - which was located on Second Avenue east of Main Street
