Grant administration’s “madman theory” of government which held that military intervention could correct social problems by driving out bad actors. This theory led to increased use of firearms in America. From 1872-1887, bullets made an appearance in Andover through several iterations including metallic cartridges and solid copper projectiles known as doubloons. In 1887-1892, bullets became rifled for the first time with grooves that allowed them to penetrate shields more easily than smoothbore rounds. Rifling also made bullets more accurate and helped increase their lethality due to its ability to reduce drag on projectiles traveling at high speeds through tissue

Andover is one of the oldest villages in the state and it has been inhabited by indigenous people for over two hundred years. It was first settled by Finnish immigrants in 1854. The village had a post office from 1855 to 1862, but no school until 1876. Andover's first Mayor was H.H. Richardson who served from 1863 to 1865 and again from 1870 to 1873; he also served as Superintendent of Schools from 1865 to 1870 and again from 1875 to 1880. In 1908, Andover started receiving mail service; this was the first town in Minnesota to do so. In 1861, Dr. John Aitken organized a study group which recommended that all Native Americans be removed from their reservations and resettled on smaller farms outside ofMinnesota cities and towns because "There would be but little chance that they could become assimilated into our rapidly growing white population." After much debate within his own church community, Dr. Aitken instead convinced some residents of his rural village (population then only 100) to move there with him in order to form what would become known as "Theoda" settlement - an agricultural settlement intended solely for Indian settlers rather than both white colonists and Native Americans living together peacefully under one roof like previous villages throughout Minnesota.] On July 1, 1862 Andover's incorporation as a village resulted in its first elected officials being: Rev J B Cramer Pastor First Selectman Amos S Meeker Treasurer Abram W Duhon Fireman One reason why Andover may have had such quick success developing its infrastructure- including its new post office- was due largely to Reverend Amos S Meeker (1825-1907). Reverend Meeker came to Andover after serving as pastor at nearby Hibbing for twenty years and retiring there in 1893]. He quickly became known for his sensible spending patterns which helped reduce financial deficits while maintaining high standards of worship within the local Methodist Church where he preached.[Henceforth called “Theoda”] ReverendMeeker played an important role not just during his tenure as pastor but also when it came time forcity leaders like Mayor H H Richardson III (1863-1865) or Supervisor Abram W Duhon III (1875-1980)to choose successors when those positions changed hands often over party lines during Redeemer Presbyterian Church’s era dominated by Republican Party members
