However due to these same factors as well as other competitive advantages that came along with increased industry - such as cheaper labor costs -the community quickly lost some of its earlier dynamism and declined thereafter however this decline did not stop downtown businesses from continuing operations despite slower economic times until at least World War II when all activity stopped completely due primarily to wartime restrictions on transport

The first settlers in what is now Walker were farmers who arrived from Pennsylvania in 1795.
