In 1837–38, Judge John Ligon moved his law firm from Ann Arbor to Troy for better business opportunities; Ligon became one of America's first attorneys general. In 1840 he unsuccessfully ran for Congress as a Republican; he later served as commissioner of Internal Revenue under President Grover Cleveland from 1887 to 1889). In 1861,[2] when Michigan became a state, most of Grand Rapids Township including present-day Troy went through annexation by Lansing County. With this change came increased competition for jobs among immigrants and African Americans moving into townships west of Detroit due to cheap land prices thereabouts combined with high taxes levied by Lansing County on these new arrivals – Callaway Farmstead resident Ebenezer Baptiste recalled that “a man could buy two acres [in] Lansing County […]for three dollars cash”[3]. The town was named for General John A. McClernand who fought in both American conflicts during the 19th century and also served as governor of Michigan Territory from 1837-1841. In 1924, Troy became an official city within the state of Michigan following passage by state lawmakers of a bill that gave cities such as Detroit and Lansing their own police forces and fire departments independent from those provided by their respective counties or villages. After years of growth and change, today's Troy is still considered an important center for local commerce and manufacturing due to its location on both sides of Lake Superior – close to I-94 (the main east-west highway) and to major transportation hubs such as Flint and Lansing Airport.
