At that time it consisted of just over one hundred residents— thirty-six men and fifty-eight women—most of whom were farmers or shopkeepers near downtown who voted to incorporate because they wanted easier access to education and better transportation than they had in nearby East Moline Township which was then part of Washburn County but soon would become Livingston County due to its annexation by Lansing in 1867 following the passage of Act No. 939 entitled An Act for organizationof Washburn County into Livingston County . The city's first mayor was Wm Saylor (1876–1877), who also served as treasurer and clerk/record keeper for township government; he also organized a fire department which served both cities until 1902 when electric streetlights came into use . During World War II, Traverse City became an important center for shipbuilding thanks to its location on the river's mouth where two major shipyards operated: Alcoa Iron Works (now aluminum company) on Main Street north side facing Huron River while Magna Shipbuilding Company operated on Newburgh Avenue east side facing Muskegon River; both yards built merchant ships such as LSTs ( Landing Ship Tank) and LCI(L)'s ( Large Craft Intruder). Other companies involved in shipbuilding included Wernher von Braun's German rocket division at his former homeplate ranker plant formerly known as Saturn Steel Works immediately southwest corner three blocks west along Ionia Road from Alcoa Yards main entrance before moving across road into new facility housed within old Alcoa plant administrative building next door Own plumbing fixtures manufactured by Jansen plumbers located at northwest corner First block southeast off Second Street east side prior to World War Two present day site being developed as Ford Field Shopping Center
