It is likely that these target holders were originally designed as portable targets rather than permanent objects. In 1925, state law changed and made it illegal to own or use any type oftarget holder within 100 feet of a school or playground (Dixon 594). St. Clair Shores is a city in Wayne County, Michigan, United States. The population was 21,521 at the 2010 census. It is the second-largest city in Wayne County and the seat of Wayne County government. The name "St. Clair" derives from the French word "Saint-Clair," meaning "clear night." The first permanent European settlement in what is now St. Clair Shores was by traders from Quebec in 1790. The town was platted on July 3, 1807 by commissioners named for Captain John Beattie (1746–1811), captain of HMS Discovery during her exploration of the Great Lakes region, and his brother Archibald Beattie (1760–1828). The town was named after General James Knoppers' brigade which fought at Yorktown in 1814 while under General Anthony Wayne's command. In 1824, an act of the Michigan General Assembly designated St. Clair Shores as county seat of Wayne County; it remained so until 1837 when Detroit became the county seat because its territory included more than half of present-day Michigan. In that year, a local insurrection began against Fordland Township trustees who had transferred their power to Detroit officials; this insurrection ended with successful resistance by citizens and ultimately no damage to property or human life occurred as a result . In 1840, when Detroit's boundaries were reduced by state legislation to include only those portions now within Dearborn Heights limits - including St. Clair Shores - it became again the county seat . By 1850, however, all but two thirds of present-day St. Clair Shores had been annexed into Dearborn Heights creating one large city with a population of over 100,000 people . In 1906–07 there were several riots between workers in automobiles manufacturing plants along Macklinburg Avenue near downtown Saint Clair Shores and automobile dealerships servicing them on Plymouth Road outside of town center; these riots are generally considered to be among THE instigators behindilda Taft Hoover administration crackdown on unions that followed Taft's election as President in November 1912

This marked the beginning of Saint Clair Shores as an organized community with its own government and courts. In 1812, Isaac Sibley donated significantly more land to become part of St. Clair Shores Township; this included 5 square miles (12 km2) total area which would later be known as Northport Landingou
The first Europeans to arrive in what is now St. Clair Shores were the French in 1796. They found a land that was rich in natural resources, and they began to explore it. They named the area Saint-Claire because of the many claires (a type of tree) that grew there. The French built a small fort here in 1807, and they started to trade with the Native Americans here. In 1815, the United States bought this area from France for $12,000 ($136 million today). The United States then began to build Fort Mackinac as part of their effort to protect its interests in Michigan Territory. The fort was completed in 1816 and served as an important base for American troops during the War of 1812.
