This millrace provided good flowage for numerous mills around town including those operated by Solomon Grundy and Elisha Gray which were located on Water Street north of Superior Avenue. The first use recorded for this spot was when Daniel Webster positioned himself upon rocks at this location while practicing shooting during his filibuster campaign against Andrew Johnson in 1870-71. By 1880, there had been enough growth within the city limits to warrant the erection of a City Hall building at Seventh and Main Streets cornering State Street which would serve as both municipal courthouse and jail cells for offenders awaiting trial or sentencing outside of town limits! In 1898 an act passed by the state legislature changed Muskegon County into its present form with St. Clair Shores as its central City Limits which included all of Muskegon Township except for portions located within city limits such as White Lake Township (now Ottawa Township) and South Holland Township (now Holland). By 1900 there were over 100 people living in St. Clair Shores while only 10 houses remained when it incorporated as a village on December 1, 1909 under authority granted by Act No., 1908 PA 827 (). On November 30, 1911 voters approved a charter amendment that provided for Village government with five trustees who would be responsible for all aspects of municipal life including but not limited to: providing water services; maintaining public roads; enacting ordinances; conducting elections; meeting required dates/ times; and approving budgets etcetera (). On January 3rd, 1912 Village Hall was dedicated following approval of plans submitted by Drs John W Richards & Harry S Lewis who had been appointed architects to design new Village Hall which would seat 150+Residents (& could hold up to two special meetings each year). That same year construction began on developing what would become known as Main Street running east-west through majority Black populated districts paralleling current US Highway 494 - making it one of few streets still carted throughout entire municipality today! Mr John F McDonald served as Mayor from 1912 until 1916 when he replaced his father Rev Arthur P McDonald who had held that position since 1903 & later died suddenly during World War I serving with distinction both at home & abroad!
