The opening years of Territorial America saw much activity by fur traders seeking new routes into North America; consequently, many early settlements were established along or near present-day State Street (then known as Indian Road) which ran through central downtown Saginaw before becoming State Street/Mackinac Boulevard today. However, due to objections from then-Governor George Wrigley (a Democrat), Saginaw was instead chosen to house the departmental offices for both State Treasury and War Department until a permanent home could be found. This decision solidified Saginaw's position as an important center in state government though it would take many years for it to become fully self-sufficient economically. In 1870s growth slowed due to competition from larger towns north of Detroit including Flint and Warren – both founded by Cadillac manufacturers – while industry declined within Michigan overall following World War I drained resources away from downstate communities like Lansing and Detroit. By 1930s growth had resumed but was still modest when compared to other Midwestern cities such as Chicago or Cleveland; nonetheless it continued to grow rapidly through annexations by other municipalities over time until becoming one of America's most populous cities by 1960 with over 450,000 residents living within its limits alone! Despite its steady progress since its incorporation into America in 1860s – notwithstanding various challenges faced along the way like epidemics stemming from smallpox outbreaks during the Civil War or pollution caused by automobile production –Detroit finally emerged as America's largest metropolis after massive investment in public transportation during Mayor Kwame Kilpatrick's administration starting in 1990s which led to increased density around downtown areas while also creating new neighborhoods such as Grosse Pointe Park adjacent to Wayne State University campus which helped revive Downtown/University area activity long dormant since engine production stopped at Grand Army Plaza nearly 40 years ago! The town's growth accelerated during World War II because of its location on the Fox River Naval Weapons Station, which served as a major munitions plant. During World War II, Saginaw was one of several naval stations built by the United States military to support Allied forces during hostilities in North Africa and Europe. As a result of its strategic location at the mouth of the Fox River, Saginaw played an important role in Naval operations throughout much of the war. After 1945, however, industrial production declined rapidly within both Detroit and Flint due to declines in demand for munitions worldwide;Saginaw nevertheless remained an important manufacturing center through most of the 21st century. In recent years, efforts have been made to revitalize downtown Saginaw by developing new business districts near I-696 and US 131/M-2 (the M-1 highway). A number of new restaurants and retail stores have opened since 2011 along Midtown Boulevard between Woodward Avenue and Cass Corridor Drive; these shops offer an atmosphere different from that found elsewhere in downtown Detroit or Flint.
