Saginaw is a city in the U.S. state of Michigan and the county seat of Saginaw County. The population was 21,592 at the 2010 census, making it the second-largest city in Michigan after Detroit. The city is located on the eastern edge of Saginaw Township, MI and its municipal boundaries are defined by I-10 to the north, US 71 to the east, and Ottawa Avenue to the south. The first known reference to Saginaw occurs on November 3rd, 1795 when French explorer Nicolas Joliet noted "saginawa" (savage) people in what is now southeastern Mackinac County while exploring for fur traders in that area. On July 1st 1801 a group of United States Marines under Commodore John Davenport arrived at today's downtown area after crossing Huron River near present day Midland Park and reached Fort Mackinac on September 2nd before departing for their next destination - Battle Creek on October 10th. A post office called Saginaw was established in 1814, but it was discontinued due to lack of postal service between Flint and Lansing during that time period. In 1827 Jonathan Green opened a store at present day Garnet Street and Third Street which became one of Saginaw's earliest businesses. By 1830 over 60 stores were open along Third Street alone! Three years later an Indian Removal Act forced most Native Americans living east of US 231 out of their ancestral land into new territory west of Lake Superior - including much of what is now southern Macomb County - though some remained in central Cass County until 1863 when they were relocated back into their original lands by General George Armstrong Custer's Expedition during his Dakota War against Sioux Indians near present day Battle Creek National Battlefield Site. Saginaw was a small, farming town in the mid-19th century. In 1837, it became the county seat of Saginaw County. The first post office in Saginaw was established on July 15, 1839. In 1853, Saginaw incorporated as a city. The city had a population of only 100 people when it was founded. By 1870, the population had increased to 3,000 people and by 1890 it had reached 10,000 people. However, during World War I the city's population decreased due to lack of civilian support and military troop deployment downtown. After the war ended in 1919, the city experienced an increase in population due to new construction and expansions outside of its boundaries which led to annexation by neighboring Bay City in 1931.
