Owosso is a city in Michigan, United States. The population was 12,816 at the 2010 census. It is the county seat of Livingston County. Owosso is located on the east side of the Straits of Mackinac River and on the west bank of its major tributary, the Ottawa River. The town was platted in 1836 by Christopher Morford and others with land taken from Chief Joseph's Reserve northeast of present-day Owosso. The name "Owosso" first appeared on a plat map in 1847 as part of the Macomb Purchase. The town site had been improved by lumbermen since that time but did not become an official municipality until 1892 when it became one of fourteen townships in Livingston County created from parts of two other townships - Orion Township to the south and Canfield Township to the northwest - under then-Governor John Prentice. In 1963 Owosso withdrew from township government and became an unincorporated community within Livingston County again under state jurisdiction; citizens voted to rejoin their township government in 1973 after three decades as an enclave within county limits without any voting power or elected officials. On November 4, 2006 via petition drive and vote count among residents living within city limits only (not including those who live outside city limits), Owosso voters approved annexing neighboring Arlington Heights as well – making it now second largest city/township annexation in Michigan history behind only Detroit (24 municipalities).
