The city is named after General George Washington Norton (1788-1860), who fought in the War of 1812 and later served as Commander-in-Chief United States Army Corps of Engineers.

Norton Shores is on the eastern edge of the Upper Peninsula, bordered to the north by Muskegon Heights and to the east by Grand Rapids. The first settlers in what is now Norton Shores were Charles Ward and his family who landed on a small island in 1798. They named it Isle Royale after their friend and mentor, Sir John Franklin. In 1824, Norton Shores became a town when a group of investors bought land from the Detroit Land Company for $1,000 cash only. At that time there were no roads or water supplies so people traveled overland to get to their new community. The townsite soon grew with businesses catering to farmers and fishermen as well as residents coming to work in nearby factories such as those at Mackinac Island Ferry Terminal (now part of I-75). In 1872, James Irwin purchased 640 acres west of town from Amos Kendall for $5,000 which he used for farming and milling until 1907 when he sold it all back to Kendall for an additional $10,000. Irwin's land was later developed into what is now downtown Norton Shores with streets running northwest-southeast rather than northeast-southwest because this was then how transportation was handled within villages across Michigan at that time In 1926 local banker/developer Edward Stratton donated 1 million dollars towards construction of both light rail lines which would run through downtown Norton Shores and out into Muskegon Heights; these lines opened up not just business opportunities but also residential development along them as well making Norton Shore one of the most rapidly growing cities in Michigan during that period - Although originally planned as commuter townships serving tourists visiting Mackinac Island Ferry Terminal (now part of I-75), more businesses started opening up near downtown due to its easy access to Interstate 75 - By 1990 trade had increased 50% from truck traffic with much larger industry located south of town on Mackinac Island Ferry Terminal while services like retail declining away because they could be transported easily down Interstate 85

The first store in Norton Shores opened in 1877. In 1907, the city of Norton Shores was incorporated. It became a suburb of Lansing, Michigan in 1988.
