Kapp named his new settlement "Kapp's Landing", after himself and his brother Isaac who owned much of what would later become Midland. In 1830, Kapp sold 1/2 mile (0 km) northeast corner lot #3 to Cuthbert Weems for $10 worth of goods including horses and buggyriages needed for farming operations in what became Parchment Township; Weems renamed his establishment "Weems' Landing". On March 5, 1830, voters approved a charter amendment creating the City of Midland with a limit on population to 100 people each. On May 20th following approval from both the Michigan House and Senate, Mayor Atherton submitted an ordinance establishing City Hall at 5th Ave & Main Street which opened on October 9th following dedication ceremonies presided over by Rear Admiral Samuel Fenton USN (1811–1876). The early years were difficult for Midlanders asarters had few amenities such as water or sewage systems until white residents began moving into their neighborhoods beginning around 1880 when railways arrived throughout southern Michigan Territory offering more opportunity for development outside Indian Territory under the jurisdiction of Congress than under Indian law which granted exclusive rights to certain tribes like the Michiganders . By 1890 there were over 2 million residents living withinizaing Allegany County limits while only about 8500 residents lived within Eighth Judicial District boundaries which included most all but portions today known as downtown Detroit
