The Livonia Police Department was the first department in Michigan to use pepper spray on civilians. The incident occurred on November 9, 1978 when officers were dispatched to a disturbance at the Grosse Pointe Mall. When they arrived, they discovered that a group of teenagers had been using pepper spray to attack customers and employees. After an altercation ensued, police used pepper spray against the teens while other officers responded with shotguns. One civilian suffered minor injuries as a result of the pepper spray exposure.

In 1837, after years of campaigning by various groups including The Dearborn Sameness Committee chaired by General John Custer, General William Hull sold 3 lots within today's Downtown Lansing – bounded on each side by Woodward Avenue between Carpenter Street and State Street – at an auction to select 10 individuals who would build a town called "Livonia" alongriverfront northwest of then-downtown Detroit. Though initially only 2/5ths completed due to lack of funds from residents or others interested in developing thisarea beyond taverns and stores catering primarily to early Settlers – little did they know that 15 years later this township would grow into one of America's largest cities with over 100K citizens! On July 1st 1830 - just days after its incorporation into Washtenaw County - Livonia voted through an ordinance establishing its own government headed by a Mayor & Aldermen elected directly via ballot instead of appointment or favoritism among those already residing therein; something which would become standard throughout much American rural counties until well into the 20th century! This governance model has been integral to how Livonia has grown economically ever since with continuous innovation & growth possible only because our citywide infrastructure allows for seamless collaboration amongst all levels OF government while ensuring collective responsibility & accountability; something we take very seriously!

Larger structures continued to be constructed until shortly before World War II when all but one of Livonia's then-upstanding commercial businesses were destroyed by fire or bombing raids from the Luftwaffe; only two remaining buildings still stand today: Cadillac Motors Company Building No 1 (now known as Joe Louis Arena) and First National Bank Building (now known as The Grosse Pointe Shopping Center). With significant exceptions throughout most of postwar America, downtownDetroit experienced wholesale destruction during this time period with little rhyme or reason;livonia had some rebuilding but it wasn't enough to save many businesses from closure or demolition following these aerial bombings In 1945, George Ball became governor of Michigan and signed legislation creating Wayne County; within Wayne County were two townships: Livonia Township formed out of land taken from Dearborn Heights Township in 1941, while other township lands were divided between Oakland Hills Township (formed 1946), Manton Township (formed 1948), Farmington Hills Township (formed 1951), South Lyon Township (formed 1957), Auburn Hills Township (formed 1959) - all now included within Macomb County - while Eastpointe Borough remained a part of Detroit proper under separate local government regulations until 1974. Ball also oversaw development within Livania through programs such as Pistons/Pioneers basketball games played at Joe Louis Arena up until 1984 when they moved to Allstate Arena--the first multi-purpose arena in southeast Michigan--and purchasing property east of I-75 that would later house several major automotive manufacturers including Buick Park Avenue Plantation Inc., Pontiac Firebird Assembly Plant Ltd., Chrysler Corporation North American Assembly Plant No 2 & 3 LLC], Ford Motor Company Highland Park Assembly Plant No 2 & 3 LLC] among others. One final note aboutlivoniatimes should mention that although there have been numerous changes over time involving both people who live hereabouts as well as those who write about it – nothing has really stopped Changing Place here since 1945!

After the war, Livonia experienced some growth again but has since declined in terms of population size.
