On February 14th, 1945, after days of violence and looting throughout downtown Detroit, President Harry S Truman signed Executive Order 9981 which established control over all areas within boundaries defined by area B for military purposes only. The order also closed many businesses in Area B which were closed for being unlicensed or engaging in other activities not authorized by Executive Order 9981
