In 1868-69 Highland Park became a village when it amalgamated with two other villages – Holland Landing and West Bloomfield – following statewide legislation authorizingvillages within unincorporated areas to form municipal governments with police and fire services. In 1870-71 prominent local architect James Hutton designed (and built) what is now known as Palmer House Blockhouse at 1615 Woodward Avenue – one of only three buildings ever constructed as part of a downtown amusement park complex which includes today's Palace Theatre and State Fairgrounds; all four structures are still extant.
