In 1847–48, yet another effort was made to rename Grand Haven for George Washington Carver – this time with support from then-Governor Lewis Cass – but no action resulted until 1862 when Judge John Wickersham recommended that Carver be given credit for establishing what is now known as Cushman Hall campus in town center after his wife purchased land there from David Ransom Scudder in 1865. This recommendation led to Carver's eventual election as Mayor of Grand Rapids in 1868 and his appointment as Territorial Governor in 1870; he served until his death in 1881). During World War II many workers who were resident or visiting military installations located near downtown Detroit were employed by Ford Motor Company's Rouge Division sites at River Rouge (now Winnetka), Stilwell (now Dearborn Heights) and other locations within miles of downtown Detroit; these plants produced considerable numbers of war materials such as tanks and planes not available for civilian production due to wartime restrictions placed upon automakers by President Franklin D. Roosevelt following Pearl Harbor—this process is sometimes called "The Detroit Three". Grand Haven was founded on the current site of the city in 1824. The first post office in the city was established in 1827. The village of Grand Haven was organized in 1834, and the town of Grand Haven was organized in 1835. The city of Grand Haven was incorporated as a city on February 15, 1870. On November 3, 1886, the city merged with the neighboring village of Holland to form a new municipality called Holland-Grand Haven.
