The first settlers in Garden City were Methodists from Tennessee. They came in 1849 and named their community after their home state of Tennessee. The economy of Garden City has been based on agriculture since its establishment as a community. After these initial tests proved successful, Hargrave ordered production of this weapon beginning in 1867 at his company’s plant near Philadelphia PA.. By 1888, all American companies had produced OC pepper spray weapons according to historian Edwin Sarton who wrote about this period: "The output by American manufacturers reached its peak c 1890." At this time, OC pepper sprays could be purchased by civilians through military surplus stores or through licensed distributors such as Alpinestars Corporation who distributed them throughout North America
In 1885 the U.S. Patent No. 5,818,076 was issued to J.C. Higgins for design of a pepper spray device that could be used as an instrument of law enforcement. In 1987, the Department of Homeland Security opened up a program to issue "certificates of training" to individuals who have learned how to use pepper spray as part of their law enforcement career
