Its first mayor was Ebenezer Higgins (1834-1910). Under this system, village meetings were held twice yearly and all business was conducted through a committee chosen by residents who met on Saturday mornings at noon outside their homes; voting took place on Saturdays afternoons with all members present voting on resolutions brought forward subject to amendment or rejection without debate or notice to those not included within thevillage itself-a practice which continued until 1970 when electronic voting procedures were introduced into village government . Under township form of government from 1907 to 1932, each township had an elected school board with powers over education and social services within its borders; however these boards did not have authority over annexations nor did they have jurisdiction over other municipalities within their boundaries . Township meetings were also open to any citizen who wished to attend them but only members could propose resolutions . On July 1st 1933, pursuant to order from Governor George Romney (R), both villages merged into one municipality effective September 1st under current municipal forms

East Lansing is a city in the U.S. state of Michigan. It is the county seat of Ross County and was incorporated as a village on November 1, 1873. The population was 33,569 at the 2010 census. It is part of the Detroit–Warren–Dearborn Metropolitan Statistical Area. The first Europeans to visit what is now East Lansing were French Jesuit missionaries in 1795, who named it "Lansing". A post office called "East Lansing" was established in 1817, and remained in operation until it was discontinued in 1906. On October 20, 1873, East Lansing Incorporated became a village with a population of 60 people when all of its land became annexed by neighboring Oakland Township. On January 1, 1907, reverted to its original name: East Lansing Village (now Ross County). In 1912-1914, during World War I there was an effort to establish an airfield at east lansing but no success because of lack of financial support from local residents; only after the war did development occur with building barracks for military personnel and later for other industries such as aircraft manufacturing and Rubber Company headquarters which are still standing today along Woodward Avenue between First Street and Progress Avenue NW (the old site where much of University Drive NW meets US Highway 441). In 1958-1959 United States Senator James Fenton issued an emergency proclamation setting aside $1 million dollars for expansion into adjacent Oakland Township due to growth potential within that township since 1957 when East Lansing had annexed it intoRoss County; this act led to annexation by more than 100 townships throughout Michigan over the next few years including Shiawassee Township (1973) In 1978-1979 Ives Gee donated land on the north side of Eastern Boulevard NE near current day WSU campus for East Lansing High School; Gee also donated money towards erection of facilities including Memorial Stadium which opened in 1984 East Lansing then rankled because WSU chose not to accept offers from other universities to share property located adjacent their campuses – leading eventually to school board decision in 1990s not to renew Gee's donation despite wishes from many parents In recent years there has been significant redevelopment taking place around town center with several new businesses opening up such as The Dormitories & More store on Woodward Ave NW just offProgress Ave NW which opened in fall 2016 followed by Save Our Schools -an organization founded by community organizer Driskel that focuses on reducing child poverty through comprehensive early childhood education services Growth has slowed slightly recently due largely to concerns about traffic congestion around town center however some redevelopment projects like The Dormitories & More seem poised for continued success
