After World War II ended, downtowns declined but new neighborhoods sprang up such as Midtown Southside,[2] University Village,[3] Cooper Square[4][5][6] Baby Hill[7][8][9] Three Rivers Center[10],Southside Centers[11][12], gated communities like Hartsfield Park Place [13],[14], Black UK Village [15],[16]), Hoover Park [17],[18], Highland Park [19], Mostall Rd Annexe [20]) while old areas typically retained their historic buildings or were redeveloped into mixed use housing projects with professional offices near major shopping centers like Mound City Campus.[21][22]. In 1990s Birmingham experienced rapid growth due to heavy investment from local government entities led by then Mayor William Bell who initiated what has come to be called "the rebirth" of downtown after years of neglect. This included construction of new public institutions such as United States Courthouse 2nd floor rotunda(2002)[23]; Jefferson Civic Center(2003)[24]; Renaissance Centre(2005)[25]; Southern Decatur High School District varsity soccer field (2006)[26]; Centennial Olympic Park Convention Center annexe([27]); Alabama State Fairgrounds annexe([28]), Holmes Performing Arts Complex annexe([29]), Creative Lofts project/One Montgomery Plaza (+ condominiums/apartments; Fall 2006 opening) Downtown revitalization continued until recently with increased development along Third Street between Spring Street eastward until it reaches Interstate 75 where development slowed significantly following a building moratorium enacted by then Mayor Mike Duggan in 2016 over concerns about potential traffic congestion caused by increasing numbers of apartment units being developed close to I-75 exit ramps.[30],[31]). However recent news reports suggest that further Downtown redevelopment may be possible if legislation authorizing eminent domain for economic development purposes is passed within upcoming months from both state legislators and Governor Rick Snyder
