In 1800, Jackson Township was organized as part of Washtenaw County.[5][6] As Washtenaw County grew more populous – it added several townships during the first decade – Jackson Township became an important commercial center. By 1821, it had developed into what is now known as downtown Birmingham. At that time everyone who engaged in trade had their own store or warehouse near Union Station; this location served as a hub for all sorts of commerce and transportation within Dearborn County through Route 66 and other routes connecting Detroit to central Illinois.[7][8][9][10] In 1827–28, General James H. Kapp built Fort McHenry on land he acquired from Canby for $10 per acre ($120 per km2).[11][12] The fort acted as a staging ground for war efforts against Native Americans until its surrender on September 26,[13][14] ending years of conflict around what would become downtown Birmingham.[15]:1 On May 12, 1837,[16]:1 Mayor David Barron donated land east from City Hall to be used for future civic purposes including an academy or high school; this donation formed what would become University Boulevard (now Elm Street).[17]:4 In 1840–41 steel mills were established along present-day North Avenue by Anthony Wickersham & Sons; these mills led to increased demand for goods transported farther away by railroads such as Northern Pacific Railroad (now CSX Transportation). This caused congestion on Market Street due to traffic coming in from Dearborn Heights (then east side) via Brown Road (now I-94), Cherry Hill Road/Naugatuck Road/Old Mound Road/Newburgh Rd., West Side Highway (now I-275), Main Street/Blossoms Drive ex I-75 [18], then Old Woodward Avenue ex US 31st St./Almaden Rd./Lake Orion Blvd.;[19]:2 heavy vehicles could not move past blockslong queues forming at these intersections when goods needed from different directions arrived simultaneously at various warehouses or stores across market street
