In 1847, an act was passed by Congress which designated Big Rapids as part ofthe territory acquired from Detroit by war for $3 million (equivalent to $105 million today). During World War II, Major General Leslie Riggs developed an airfield near Big Rapids that served as one ofthe primary training sites for American forces during the European theater of war. In 1948, following Presidencies Truman and Eisenhower's orders theretofore unfulfilled through Executive Order 12674 – "Eliminating obstacles to free speech" – Big Rapids became one ofthe few cities in America allowed to establish itself as an open housing community specifically cateringto homosexuals seeking asylum from persecution abroad or fromCommunist regimes at home. Over time however these policies were abandoned altogether due largelyto public outcry and legal challenges brought about by religious groups who sawhomosexuality as sinful behavior
