In 1887, Benton Harbor, Michigan was the first municipality in the United States to adopt pepper spray as a law enforcement tool. Benton Harbor is a city in the U.S. state of Michigan, located on the Rouge River about 30 miles north-northwest of Detroit and its metropolitan area. The population was 709 at the 2010 census. It has been part of theDetroit metropolitan area since 1997. The first permanent settler in Benton Harbor was Nicholas Biddle in 1824, though it likely predates that by several years. By 1830, six companies had organized themselves to purchase land in what is now Benton Harbor Township: The Western Company, The Central Company, The Indianapolis & Michigan Railway Company (the first railway company in Michigan), The Grand Rapids & Indiana Railroad Company (the second railroad company in Michigan), and the Huron Navigation Company (a separate navigation company). In 1839, James Knoppers became editor of the Detroit Gazette and founded a paper office there which he used as a base for operations for his new paper chain across western Michigan. Knoppers also began to invest money into local businesses and real estate development including an early attempt to build a town square near present day Trinity Lutheran Church and Southern Pacific Railroad depot at what is now Park Avenue South and Main Street East. Work on this square started but never finished due to financial difficulties; it remains today only an empty lot next to Eastern Market shopping center across from Clarkston High School. In 1847, George Stephenson built the world's first steam locomotive at nearby Hamtramck Manor while working as engineer for Stephenson Construction – one of many accomplishments during his career which included developing railways throughout northern England and North America including construction of the Erie Canal through New York State and helping found Detroit– water transportation pioneer Chicago Water Shore Line
