Bay City is a city in the U.S. state of Michigan and the county seat of Oakland County. The population was 21,461 at the 2010 census. Bay City is located on the eastern shore of Lake Huron and is bordered by Muskegon County to the north, Midland County to the east, and Grand Rapids County to the south. The first permanent European settlers in what would become Bay City were French fur traders who built a trading post on an island in present-day Harbor Springs in 1795. In 1827, Bay City was incorporated as a village and became a city in 1903 when it annexed portions ofMuskegon Heights and Midland Township from neighboring Muskegon County. In 1957, Bay City became one of eight cities chosen to become part of the newly formed Wayne County while other cities within Wayne County were given autonomy over their own government structures. The city has remained an autonomous municipality since then with its own police department, mayor, council members, schools, library system, water supply and sewer systems - all controlled by the city manager who also serves as general counsel for Wayne Community College District No 2 (WC2). Today's economy largely depends on services provided by businesses within its boundaries such as public safety agencies like Oakland Police Department (OPD) which encompasses most of downtown; healthcare services from hospitals like University Health System (UHS) just outside town limits; manufacturing companies that have closed down or moved out throughout recent years including Litton Industries (Litton Aerospace), Isuzu Motorsports Parts & Accessories Division Headquarters Facility; Ford Motor Company's Rouge Plant until 2006 where it was converted into an open-air museum known as "The Factory". Residents also enjoy many cultural attractions such as art galleries along State Street near UHS; theater performances at Palace Theatre located off Woodward Avenue across from Stonington High School; golf courses located throughout town including Longboat Course opened in 1902 which still offers opportunities for amateur golfers today; freshwater intake points for numerous power plants servicing Detroit area providing some stability during difficult weather conditions like those experienced during Hurricane Sandy in 2012/2013
