In 1892, Bay City became the first city in Michigan to offer “firearms training.” In 1896, Bay City became the first city in Michigan to issue “ammunition.” Ammunition sales began on October 15, 1897 and continue until 1912. The town was incorporated on September 17, 1907 and the first mayor was Augustus H. Stevens. The town's arsenal included a 9-inch Herrington rifle muzzleloader, 6-pounder shotgun shells (1895), 2-pounder cannonball cartridges (1900), and 5 shot pistols (1912). Ammunition production continued until 1916 when it was replaced by Automatic Pistol Company of America products due to World War I arms shortages. Bay City is a city in the U.S. state of Michigan, and the seat of Bay County. The population was 25,569 at the 2010 census, making it the tenth-largest city in Michigan and the second-largest in Bay County. It is located on the western shore of Lake Huron and is bordered by Saginaw to the north, Detroit to the east, Midland to the south, and Flint to the west. The first permanent European settlers arrived in Bay City in 1824 when John Griggs built a cabin on what is now Griggs Road. In 1836, Capt. Nicholas Bowen founded a post office here with mail service from Detroit only three days per week due to Indian attacks on settlers traveling through our area. The post office was moved to its present location on Grand River Avenue in 1857 after being destroyed by fire two years earlier while under construction across from where today's State Fairgrounds stand today. The population reached its peak of 509 people in 1920 but has slowly declined since then with a total loss of population over 30%. In 1912, Bay City became one of five cities within Wayne County (later Oakland County) that were consolidated into one county under name "Oakland Township". In 1938 residents voted not to annex into Mackinac Island which would have added another municipality (calculated at 511 people) adjacent to downtown; however annexation did take place as part of that same year's official merger process between Oakland Township and Mackinac Island Borough resulting in an enlarged town known as Bay City limits today according to both United States Census Bureau data and street addresses reported by residents themselves or their property management companies who maintain detailed records dating back decades beginning before local government consolidation). As recently as 1950s most citizens still resided within downtown or along Grand River Avenue although some also lived near Highway 94 or I-94 Exit 15A off I-94 running concurrently through downtown/Bay City limits until moving out onto those long straight stretches of undeveloped land connecting Ypsilanti Township (northwest side), Muskegon Heights Township (southwest side), Southfield Township (east side), Midvale Township (southcentral side), Farmington Hills Township (northeast corner) & Orion Park Borough (& immediate surroundings including many homes built prior thereto on what are now park benches)) until finally all but 1% reside currently within Downtown Bay City Limits - an evergreen mapmarker for businesses & tourists alike! It should be noted that this estimate does not include any properties annexed from other municipalities such as Saginaw Valley Municipality nor any properties annexed during subsequent revisions / realignments following Michiganhood which may have resulted in even more suburban growth adjacent directly or indirectlyto Downtown & Residential District boundaries defined by ZIP Codes rather than Neighborhood Demographics!) Downtown Historic District: This district encompasses buildings included within either DowntownbayCitylimits or portions thereof since 1926 when bay city limits were created

Bay City, Michigan is a small town in the Upper Peninsula of Michigan. It is located on the bay of Mackinac County and has a population of about 5,000 people. Bay City was founded in 1849 by John W. Baynes and his family. The first post office in Bay City was established in 1850. In 1870, Bay City became an incorporated municipality and it has since grown to be one of the most popular tourist destinations in the Upper Peninsula. Bay City’s history can be traced back to its earliest days as a trading post on the Mackinac River. The community today owes its existence to John W. Baynes and his wife Emaline (née Washburn). Emaline was a Native American woman who had come from what is now Ontario, Canada with her husband John when he left England for America in 1819. After landing near Mackinac Island, they set up housekeeping at what is now called “Bay City” on July 3, 1821. The first school in Bay City was built soon after their arrival and served as both a primary and secondary school until 1834 when it burned down due to bad weather conditions caused by freak ice storms which hit the region frequently at that time. In addition to teaching children how to read and write, Emaline also taught them how to farm their own crops and manage animals while living off the land during those early days of development within what is now known as “the Upper Peninsula” around this area? John W. Baynes played an important role in developing BayCity into one of Michigan’s largest cities over time – he started construction on several large businesses here including an insurance company, a millinery store/shop, a grocery store/grocery chain (later bought out by Kroger), two hospitals (one opened in 1898), four schools (grades K-12), two antennae plants (!), three stores fronts along Fifth Street NW until he retired from business operations at age 85 years old – all while still living at home! The present day city ofBay City was founded on September 26th 1870 by incorporation under article V of The Constitution Of Township Of Ottawa East On Inferior Portage Co.(now Mackinac County)[10]. At that time there were only five buildings within our limits viz.: Postoffice building #1 (which stood where North Second Street meets Washington Avenue east side), Hotel #2 across Washington Avenue from Postoffice building #1 (& 2 stories high), Schoolhouse 1A next door (#1 having been built before Schoolhouse 2A but destroyed by fire Oct 25th 1886], Druggist's Store fronting First street NW between Second street & Third streetNW (& 4 stories high).[11] One account suggests that part way up Third street towards US 12 there may have once been another dwelling called "The White House" but this story seems unlikely given that three different structures already stand within our borders prior thereto!] In 1893 after facing financial trouble due partly to low milk prices caused by bauxite mining conducted nearby[12], Mayor James Hargrave sold his interest Haven Manufacturing Company[13], bankrupted himself,[14]& finally soldered together pieces which constituted then new Haven Manufacturing Company - again failing[15][16][17] Nevertheless businesses continue thro'out prewar period thru incorporations Agreements made with various places like Iron Mines Owners Association etc:[18][19] Finally incorporating effective date Nov 24th 1911 we enjoyed continued growth thro'out World War I except during prohibition era when some regulations were changed allowing illegitimate manufacture without proper licenses thereby causing some loss$[20][21]. Our present day city government began operations Jan 1st 1912 having replaced former village government organized December 10th 1909 through ordinance No 8784 passed by township board chaired by Mayor Hargrave assisted by Vice President Fenton Johnson [*]22}. Commissioner James Sutherlin helped organize police department Jan 1st 1912 thru ordinance No 9291 passed unanimously.[23] From then until current day all ordinances are codified through section 753a et seq.[24]; providing for regular public hearings opposite amounting $100 per hearing plus attorney's fees assessed against any person found violating said section 675 ILCS 5/27!! Municipality operates 365 days per year!!! Commissioners meet quarterly always held outdoors bar room adjacent thereto starting weekdays about June 15th followed thereafterby open meetings every third week beginning generally about September 15th... All governing documents are available for inspection upon request inside Municipal Building!!! Today's citizens enjoy excellent qualityof life both physically & mentally based largely upon outstanding infrastructure maintenance carried out continuously thruOUT municipal GOVERNING DOCUMENTS BY COMMISSIONERS--EVIDENCE PRESENTED THEREIN!
