In 1940–1941, Mayor Harry Laughlin started construction on what would become the second large municipal building in Auburn Hills when he erected a tower out of white oak wood from his property across from Second Street Park which still stands today inside Second Street Park." In 1941–1942 Mayor Harry Laughlin started construction on what would become four large municipally owned housing developments: Chatham Towers (now known as One North), Crestview Place (now known as Two story towers located south along Woodward Avenue between Champlain Road and Ford Boulevard), Highland Downs (now known as Three story towers located north along Woodward Avenue between Champlain Road and Plymouth Drive) SEPTA's Silver Line Rapid train station opened adjacent to Crestview Place," and Wainwright Towers just east of Interstate 255/M-1 exit ramp off I-255/M-1 within walking distance of each other." Mayor Harry Laughlin died suddenly while presiding over these projects; however they continued under new leadership until May 1945 when then-mayor John Jahn took office with plans to demolish all four buildings due to budget cuts but they briefly reopened during Jahn's mayoral term before being closed again for good following World War II." After World War II ended several thousand people left town overall although many more moved into newly built houses or returned back to live in old homes that had been abandoned during war years because no market existed for them." In 1948 mayor George M. Lewis designated portions of town northeastof Pershing Rd./I-355 interchange section including parts now lying within borough borders - much like present day MidtownDetroit - as part of ""Greenbelt"" development area bounded by Gratiot Ave., Ionia Rd., Saginaw River Blvd., Pershing Rd.," This designation helped encourage growth among current residents northeastof Gratiot Ave./Ionia Rd./Saginaw River Blvd.'" Growth resumed somewhat starting around 1960 when businesses began moving back into downtown areas vacated by businesses moving away during war years due mainly to lack of available land or low interest ratesrelative to suburbsites nearby."" By 1970 there were over 1,000 residents living Downtown with business activity continuing up through 1988.""
