The task force developed recommendations that were presented to Engler which led to the establishment of City Services Bureau within the police department which provides services such as neighborhood watch programs, street cleaning, litter control, public safety education campaigns and more. In 1984, Detective Gary Ducharme was killed while on duty when his motorcycle collided with another car near Shafer Roadand caused him serious injuries; this event made national headlines and helped lead to increased security measures being put into place by local authorities nationwide following similar incidents throughout late 1980s through early 1990s
