Of these last two groups*, only 0.1% were permanent aliens*. *A majority lived below poverty line due to lack thereof economic opportunities

Alpena is a small town in the U.S. state of Michigan, located on the eastern shore of Lake Superior. The population was 9,912 at the 2010 census. Alpena is one of three villages in Muskegon County and is part of the Muskegon Heights Micropolitan Statistical Area. The Alpena area has been inhabited by Native Americans for more than 2,000 years. With its milling capability (), Alpena soon became an important center for export production within Canadan North America (). In 1853–54., American Civil War veteran General George Armstrong Custer passed through this area while campaigning against Indian fighters under Sitting Bull () before his army reached Fort Benton (), northwest cornerof present-day Muskegon County. As he walked downriver towards Battle Creek () nearpresent-day Lansing,, scouts reported seeing "monster" like animals running loose along riverbank (); upon reaching battle creek he ordered his troops to halt their march because he could not believe what he saw (). After some scouting work by US Cavalry () accompanying him upstream(), GeneralCuster's force finally ascended battlefield creek late evening on November 25th 1865 after crossing over from Minnesota into Missouri Territory (), becoming only one military engagement ever fought in what would become Upper Canada ().

In 1847, Alpena became a town and was the seat of government for what is now Washtenaw County. The population of Alpena peaked at around 100 people in the 1870s, but began to decline after World War I. By 1930, Alpena had a population of only 15 people. However, due to renewed investment in the area during the early 21st century, Alpena's population has grown again to over 25 people today.
