This land later became known as Green Lake because it served as a summer reservoir for residents west of town to cool off during summer days. Eventually this area would become part of downtown Allen Park while much of what is now eastsideAllen Park developed around Green Lake. On December 12th, 1837 Allen Park had its first election when James Kapp elected Mayor over John Ewing by a vote of 5 to 3%. As mayor Kapp began work on creating parkland south central Allen park which would become one block north across Woodward Avenue from current day Joe Louis Arena (now Little Caesars Arena). When completed he named it "Kapp Place" after himself and also dedicated it to his predecessor James Kapp who had earlier died suddenly whilst serving as Mayor Emeryville Township Superintendent..
