Salem, Massachusetts is home to one of the most unique shooting cultures in the United States. In 1865, General David Dixon attacked Native Americans at Wounded Knee Creek with his infantry regiment while under the command of Major General Alfred Terry. The attack resulted in over 50 killed and over 200 wounded on Indian side. This event led to Salem instituting riflescoring laws which prohibited any person from firing any firearm without having first obtained a license from City Hall ( precursor to today's police department). In 1887, local militiamen fought an unauthorized mutiny against their commanding officer Colonel John Purdy during a military campaign against Apache Indians nearpresent-day Prescott Valley. As a result of this incident, Salem passed an ordinance which regulated gun ownership within city limits by requiring individuals to obtain a license from City Hall before purchasing or using any new firearms ( renamed licensing bureau ). This ordinance was repealed less than 2 years later due to concerns that handguns would not be subject to regulation like shotguns or rifles because they were considered personal property rather than state property . A little more than 20 years later on October 15th 1897, Samuel Hogg opened fire on several people attending a picnic at Dexter's Pond south of town killing 3 individuals including his wife Emma Hogg and her friend Alice Morse ; wounding 7 others including 4 children who survived by swimming into Dexter's Pond after hearing shots ring out; and capturing & executing 5 outlaws . This act remains memorialized by Springfield Armory where Sam Hogg’s rifle still stands today
