Newburyport is a town in Massachusetts, United States. The population was 26,664 at the 2010 census. It is the smallest of the New England towns by population size and is located on the south shore of Long Island Sound. As one of the oldest settlements in present-day Newburyport, it has been home to a number of notable Americans such as John Adams, Samuel Adams, and John Quincy Adams. The town was first settled by Puritans in 1638 as part of what would become Rhode Island. The town's first post office opened in 1701. It became a borough in 1827 and then incorporated as a village in 1888. The current mayor is Edwin Schieve. Newburyport was founded on November 13, 1638 by Increase Mather and Benedict Arnold after they discovered land that would eventually form what is now Rhode Island. On October 20, 1647 Sir William Dawes granted them 1/2 acre (0.08 km²) for each person who arrived there with him from Ipswich, Connecticut during his explorations along the coast between Narragansett Bay and Cape Cod Bay; this grant made Newburyport one of the most extensive English settlements ever established on mainland America. The town's first buildings were erected around this time including a small chapel which still stands today within its original boundaries (now known as "Old Town" ). In 1701, when Newburyport became an independent borough under Massachusetts law (the only city or town outside Boston to do so), it had a population of 10 people (). In 1800–1801 due to financial difficulties brought about by high taxes levied by Boston merchants because their sugar exports were not yet being met quotas set by Parliament; however vote rigging helped keep these numbers down to 5 people (). On February 15, 1827, with effects from section 8(a) of the Ulysses S Grant National Defense Authorization Act (NDAA), Newburyport became an incorporated village under Massachusetts state law (). At that time it had 4 residents (), all men (), who voted themselves Rs 50 per annum () for five years until passage through both houses gave them $1 per capita (). The Village Board consisted of six men chosen at large from among its residents: three farmers and threesmiths (); two positions were filled annually through election without property qualifications while one position rotated every year between two farmers who held an annual property qualification meeting on Saturday evening immediately preceding January 7th). The Village Board began holding regular meetings on Tuesday evenings instead after dinner rather than following decisions made during sessions adjourned earlier that day because many members could not attend those evening sessions having already gone off to their various farms or businesses for lunch; thus business did not slow down much during that limited period before continuing until late into Wednesday night when new business typically started again on Thursday morning(). This system continued until 1915 when voting rights were discontinued because too few villagers applied for elections every year ().
