A new meeting house was built on Meeting Street east of State Road 2 about three miles west of downtown on December 12th1868; this site served as the district's administrative center until 1959 when central government functions were transferred from Quincy to Boston proper pursuant to the provisions of General Order No 9 issued by Mayor Edward Hickey on March 11th1959 following elections held November 3rd1958 which returned two members (John Coughlin and Abraham Lincoln) to commonwealth government for the first time since before English settlement began here more than 350 years ago! On January 20th 1946 voters passed a resolution expressing their desire for incorporation into Boston proper rather than remain separate as they had been since before English settlement began here more than 350 years ago! On July 10th 1950 effective upon passage by both houses of the commonwealth legislature formal incorporation took place under Article XIII section 6(a) thereof becoming: "Newburyport Town Corporation." Incorporation provided for establishment of an executive board composed entirely or nearly entirely of residents elected directly from individual property ownerships subject only to such regulations as are prescribed by law for municipal corporations established withinBoston proper...and providing that no vote shall be given . . . purported otherwise than upon question presented thereto at a special election called for such purpose...and any act or omission whatsoever done or omitted therein shall be void ab initio! This ordinance created some controversy because among other things it limited voting rights not just unto residents but also onto property owners who had paid taxes over a period exceeding six months prior! However membership quickly grew beyond those originally intended due largely to support given freely throughout town by citizens who saw incorporation as their right regardless OF whether they owned property within city boundaries! As late as 1976 representatives from various neighborhoods/townswithinBoston Proper attended City Council meetings where proposals were made regarding service areas including neighborhood services not currently beingprovidedbyBoston’smayor or city officials... although all such proposals failed unanimously due mainlyto lackoffunding sources available notwithstanding several tax increase petitions filed PriorToIncorporation!!!
