In the early 1800s, New Bedford was a small town situated on the mouth of the river Danube. The town's only means of transportation was boat landing and shipping. In order to improve this situation, in 1827 the town voted to build a canal. The canal allowed for easier trade between the town and the surrounding villages. Additionally, it increased access to sea water for ships which otherwise would have had to travel miles inland in order to reach the harbor. This project also led to construction of some of New Bedford's earliest homes, such as Beechams House and Wellesley House. Some of this growth was spurred by new taxes levied on businesses located within city limits; however, much of it took place outside of the boundaries of city government entirely. One result of this trend was that many old buildings were abandoned or moved out from their original positions within city limits into rural areas outsideof New Bedford proper (Rochester Township). One example of this phenomena is Wellesley House which remained standing until 1912 when it was moved out into rural Rochester Township and then demolished several years later because its site could no longer be used for housing purposes (Foster 1988: 4-5). Another major example is Beechams House which remained standing until 1951 when it too was moved out into rural Rochester Township and then demolished several years later because its site could no longer be used for housing purposes (Foster 1988: 5-7). It should be noted that these examples are not limited to former City Hall properties; many medium-sized businesses also experienced abandonment or relocation during this time period due to changes in tax laws or lack thereof (Foster 1988: 9-10). The reason behind these departures from their original locations can only be guessed at but one possibility is that companies moving away from downtown felt they no longer faced competition from new arrivals who were situated closer to shopping malls or other forms of commercial activity (Foster 1988: 10-11). Alternatively, some companies may have simply decided that they no longer needed space within downtown since they had become dominant elsewhere in the community (Foster1988: 11-12). However, overall there seems little evidence that any specific reasons led businesses away from downtown during this time period - rather than staying put due largely to physical limitations inherent with being located near navigable waterways
