At first Lowells consisted mostly of fishermen who would work off shore fisheries but over time they attracted other settlers including Quakers and Congregationalists who built homes and started businesses around what is now downtown Lowell. In 1847, when United States territory was created out of British North America following the War for Independence, Lowell became one of its largest towns with an population over 1,500 people; today it has a population under 10,000 according to US Census Bureau estimates[1]. It has been inhabited by people since before Europeans arrived in what is now Massachusetts. The town's name comes from John Lowell, an early settler. The first recorded meeting of a group of Native Americans at what would become Lowell took place on October 12, 1602. The town was founded by Puritans from New England in 1650 as part of a land grant to Sir Walter Raleigh for his colony in Carolina Bay. In 1797, when Massachusetts became a state, it changed its name to Lowell after John Lowell's son-in-law and business partner Colonel Nathaniel Dowling Jr.. In 1836, John Quincy Adams became president of the United States and appointed Samuel Gridley Howe as commissioner for Indian Affairs based in Boston. Howe ordered that all Indian titles be canceled and all Indians living east of Worcester be forced to leave their lands within 72 hours or face eviction under orders from President Andrew Johnson.. In 1838–39 there was much violence along the border between Chinaborough (now part of Northwick) and Albany due to disputes over boundary lines between these towns; this ended when General Edward Everett's army invaded Chinaborough... In 1860–61 there were significant skirmishes around Pittsfield due to political disagreements between factions within Congress over slavery interests; this ended with General Robert Ewell's victory at Gettysburg.. When Abraham Lincoln was elected president in November 1860 he proposed that slavery be abolished throughout America but this proposal faced strong resistance inside Congress because many slaveholders wanted their slaves continued to own property inside America while still enjoying legal protection under law.. In December 1861 Lincoln issued Executive Order 8773 which called for all black men within three miles (5 km)of any white person "to be arrested without warrant or process" if they did not present themselves for labor purposes within six weeks .. This order caused several thousand men – primarily African Americans – to assemble near Harper’s Ferry seeking sanctuary from Confederate soldiers who were blockading the town .. On April 14th 1865 Union troops arrived at Harper’s Ferry resulting in about 120 deaths including those of most prominent abolitionist leaders such as Frederick Douglass
