From 1818 to 1828 it was known as Northampton; from 1830 to 1848 it was called Westborough; and from 1850 to 1860 it was called Northampton again. The first post office in Lowell opened in 1798 and closed in 1840. The present-day headquarters building for Time Warner Inc., which opened in 1984 adjacent to the old high school campus, is also where Congress passed its first budget in 1889 under Representative John Quincy Adams (D-MA). In 1935, Lowell organized its own fire department and has been serving residents ever since with professional response times much faster than those offered by any other municipality in Massachusetts. One reason for this impressive record may be that firefighters have always been able to communicate effectively with residents using face-to-face meetings instead of electronic communication systems like TV or radio airwaves

Lowell, Massachusetts is a small town located in the state of Massachusetts. The population was 7,832 at the 2000 census. Lowell was founded in 1795 by landfill workers who were seeking to find a new place to work and live. The town first grew because of its location on the Merrimack River, which made it an ideal place for manufacturing businesses and also provided easy access to markets and transportation. However, over time Lowell has come to rely more on services than industries. Lowell is home to many professional organizations such as the University of Massachusetts-Lowell and the Lowell Chamber of Commerce. As a result, Lowell has developed into one of the most prosperous communities in New England. Lowell began its history as an agricultural village that produced goods for local residents and merchants. In 1825, however, Boston businessman Augustus Kelley offered land east of present-day Lowell for settlement by farmers and their families. This offer generated much interest from people throughout New England due to its excellent soilquality and opportunities for farming dating back centuries. By 1830, about 60% of the population were settled in what is now downtown Lowell; this number increased rapidly during the next few decades due to waves of immigrants arriving from Europe (mainly Germans) looking for opportunity in America’s growing industrial revolution. The city quickly became a major center for commerce with mills lining both sides of Merrimack River. Businesses grew so large that streets were renamed after famous American manufacturers or products such as pantsuits by tailor Isaiah Chandler (1840–1920). By 1880 there were over 1,000 businesses operating in downtown Lowell employing up to 5500 workers including 400 artisans In 1893 Mayor John Bernard Shaw helped make downtown “the business district” with his proclamation that “No man can do too well here if he wants success”
Lowell, Massachusetts was originally settled by the Puritans in 1630. The town was named for Colonel John Lowell, an officer in the Essex County Militia and a signer of the Declaration of Independence. The first permanent settler in Lowell was John Ayer, who arrived in 1646. By 1700, Lowell consisted of only a handful of buildings and about 100 people. However, the town's growth began rapidly after its incorporation as a town on November 3, 1792. In 1800, it had a population of 514 and by 1828 it had increased to 1,030. The 19th century saw significant growth in industry and commerce due to the opening of new transportation routes through Lowell. Major commercial interests include milling flour and sugar cane; shipbuilding and fishing; lumber yards;and real estate development such as integrated homes and chain stores. In 1912, Lowell became one of two towns in Massachusetts to be granted city status (the other being Cambridge). Over time, however, Lowell's stature declined relative to other municipalities throughout the state due to its small size (it has since reverted back to village status) and lack of major economic activity outside of agriculture
