In 1881, Haverhill became an unincorporated community when it merged with neighbouring Plainfield to form Plainfield–Haverhill Village Corporation which continues to exist as an independent village today. There have been no changes to its government since then other than adding a Mayor elected by residents rather than appointed officials like most villages do in Massachusetts.
