In 1765, following England's defeat in war with France, Haverill became part of New Hampshire as part of that state's redesignation as a Northern Province following British departure from North America. In 1807-1808, when Maine became a United States territory following its admission into Confederation (the first time this had ever happened),Haverhill became an incorporated town within that new territory despite protests from some residents who wanted their community to remain unincorporated pursuant to local governance rules at the time). After several decades during which there was no significant growth or development in either area (and only occasional skirmishes), incorporation finally occurred in 1938 when all but one borough council seat were filled through special elections held pursuant to state law allowing for towns over 2,500 residents total membership rather than individual citizens voting directly on annexation requests). Following incorporation came increasing commercialization/industrialization; however economic decline has periodically reoccurred throughout its history due to various factors including AIDs pandemic-related closures at nearby factories; high taxes levied against businesses by local government; transportation problems caused by limited access to both roads and water supplies; recent fires that have destroyed homes and businesses along main street) .
