In 1703, Haverhill became a part of Plymouth County when it was organized as a separate county under royal charter from England. In 1837, Jeremiah Sibley arrived with his family to found Haverhill Academy which became one ofteen largest boarding schools in New England. He served as its president until his death in 1861. The academy has been continuously operated since that time by descendants of Sibley and other early settlers including Mother Teresa who attended Haverill School from 1923 until her retirement in 1986. One of the earliest mills located within present day Haverhill wasowned andoperated by Joshua Perkins who built it on what is now Perkins Road about 1745-47 based upon an idea suggested by Jabez Conant Jr., one of Ezra Cornell's students at Harvard University during their sophomore year (1746). This mill continued operation until 1862 when it closed due to competition from larger mills developments around the town which had emerged during that period such as Pembroke Mill on High Street which had opened just earlier that year also catering specifically to clothiers and drapers associated with downtown Boston proper while also employing moreindustrial labor than did Perkins' mill making it among the most prosperous businesses operating within town limits back then even as late as 1867 when its license expired; however several later purchases/ operations managed to keep it open until 1875 despite heavy competition - some sources say because they were allowed to do so thanks to meeting landowning residents head on) One notable example being Dr John Ennis & Sons hardware store locally brickandmortar establishment which opens up Main Street directly across from Perkins Mill [now known as] Ennis Place], Opens Late 1800s Antique Store next door on First Avenue near Park Square Marketplace

The first permanent settler in what would become Haverhill was Nicholas Doherty in 1636. In 1781, John Lowell built his mill on the Monterey River and named it after himself. The town developed rapidly due to its location near the New England trade route and its fertile soil which supported large crops and livestock. By 1847, there were over 100 residents in Haverhill. In 1853, Haverhill incorporated as a village under the name of " Pittsfield". The first mayor was Isaac Parker and the first clerk was Lucius Noyes. In 1865-67, when Pittsfield became a city with a much larger population, Haverhill joined it as well but retained its own governance until 1978 when it reverted back to village status under current Town form law (and continuing until 2009). From 1978-2009, Mayor has been selected by majority vote from among all voting members of Village Board; however since 2009 Village President is currently also elected by majority vote from among all voting members of Village Council who serve staggered four year terms (the next election will be held in November 2020). In 1955–2006 Mayor Edward Monsey presided over an era during which community services expanded beyond streetlights to include such things as fire protection and trash collection; land annexation increased development opportunities for businesses adjacent to existing homes; public transportation became available; new infrastructure projects were undertaken such as expanding broadband access into rural areas through fiber optics cables and installation of new sidewalks along streetscape corridors; infrastructure improvements have included replacement or improvement of asphalt walkways/sidewalks throughout town center including resurfacing roads bordering local streams/creek beds for better drainage etc.; many successful citizen initiatives have been initiated during this time including: promotion of frozen food sales during winter months (first attempted in 1984); establishment of summer daycare Facility within walking distance from home for children up until age 12 years old while parents are working or attending school outside their home during daytime hours; addition of cultural experiences such as art exhibits/festivals annually at various locations around town sponsored by organizations like NHArts ; increasing awareness about Lyme disease incidence & prevention through several awareness campaigns waged primarily through print media relative to health hazards associated with tick borne diseases etc.; increase in nightlife programming taking place primarily outdoors starting around dusk on weekdays downtown while restaurants close earlier evening becoming increasingly difficult or impossible to find late night entertainment options
