Fall River is a town in Middlesex County, Massachusetts, United States. The population was 21,541 at the 2010 census. Fall River is part of the Boston metropolitan area. Fall River is the oldest continuously inhabited community in New England and one of the most significant settlements in history. It has been home to settlers since 1630, when Captain John Smith discovered what would become Fall River Harbour on Cape Cod. In 1793, General Winthrop Scott's forces burned down much of Fall River during their victory over British forces at Bunker Hill. This event helped spur Congress to pass the Northwest Ordinance which granted voting rights to Native Americans in Massachusetts. The town was platted in 1802 by President James Kapp and named for Peterborough Falls near Peterborough, Ontario. In 1847-48, a band of runaway slaves from plantations near Savannah founded an encampment on Mystic Island (now known as South Harbor) about north of FallRiver center where they soon became known as "The Swamp Hounds". They were eventually expelled by local officials and federal troops after a three-year manhunt that began on October 9th, 1847. On July 25th, 1861 Union soldiers marching through fall river noticed Confederate snipers positioned around Church Street Bridge across from their barracks just beyond what is now called Market Square Shopping Center; they opened fire without warning resulting in five soldiers dead and 23 wounded including six officers and two generals who had gathered there to review troop movements that morning before departing for Lexington later that day: these actions enraged many residents who quickly characterized all Union activity as "piracy" or "piracy against humanity."
