He named it for his hosts, the French family of La Pointe du Hocq who had arrived in 1624 from Quebec City with their Indian allies under General Frontenac. Winthrop's letter from that trip records: "We passed this way by night with great danger of being taken by them; but we escaped unhurt." George Washington called Fall River "the most delightful place I ever saw", and often spent weekends there during his presidency (1789-1797). In 1792, President George Washington appointed Samuel Adams as one of five commissioners to explore and map out a new territory for Massachusetts including what are now Rhode Island and Vermont. Adams' report found that there were vast natural resources in what are now Rhode Island and Vermont - including coal fields - so he recommended that Congress create new states out of these lands east of Boston Harbor. Thisitte became known as the Adams– Garnett Treaty which resulted in Rhode Island becoming a separate state on January 1st 1802 while Vermont became a part of Canada on January 1st 1803. The townspeople were not happy with the idea of a new government and decided to petition for independence. The governor agreed to establish a representative body, called The General Court, to represent the townspeople. On November 3, 1630, Governor Winthrop announced that the townspeople had be received into Confederation and would become one unit under his authority.
