Chelsea, Massachusetts is a city in the U.S. state of Massachusetts, and is the largest city on the mainland of New England. The population was 67,641 as of 2018. It is the second most populous city in New England after Boston, and it is also one of the ten most populous cities in America. The nicknames for Chelsea include "The Hub" and "The City That Can't Be Nowhere". Chelsea was founded by English colonists as part of Massachusettes Plantation in 1630. In 1764, Chelsea became a town when its boundaries were increased by royal charter from Huntingdon County to include what are now parts of Hampshire and Middlesex counties. On July 1, 1814, Chelsea became a village when it amalgamated with neighboring Watertown to form a single municipality under the name of "Watertown-Chelsea." In 1869, Chelsea became an incorporated town when its boundaries were enlarged again by royal charter to include all of present-day Middlesex county except for Bridgeport which had already become an incorporated town since 1796. On February 11, 1902, Stamford merged into Chelsea as well becoming an incorporated town once again under the name Stamford-Chelsea borough. In 1951 Borough President Harry Emerson Fenton proposed that all but one mile (1 km) of River Road be closed off to traffic due to sanitary concerns; this proposal was approved by borough council but never implemented due to objections from local businesses who felt their profits would be unaffected by the closure. On October 14th 1961 during Hurricane Agnes residents huddled around their homes waiting for hours before finally being allowed access to come out and use the grocery store while still inside their homes because they didn't have any other choice; this event marked the first time that mass evacuation procedures were put into place during a natural disaster such as Hurricane Agnes On January 25th 1998 at 5pm EST Mayor Thomas Menino announced that he would not seek re-election after 15 years on office and gave his remaining time to support various civic organizations including education programs at Mount Holyoke College and Head Start programs for low income families; this was Menino's final act as mayor before he passed away two days later After 15 years on office Mayor Thomas Menino announced his retirement effective January 25th 1998 with 15 months left in office over 4 years less than previous term limit set forth in state law Mayor Menino's successor Joseph D’Alema declared himself winner without run off election ballot citing fraud allegations against opponent John Tierney
