Barnstable is a town in Plymouth County, Massachusetts, United States. The population was 11,838 at the 2010 census. It is part of the Boston metropolitan area. The first person to settle in Barnstable was John Winthrop in 1630. He cleared land and built a mill on Ipswich River. In 2002 Barnstable voters passed a $5 million bond referendum asking for money to be used for water heaters and streetlights throughout their community rather than just improving infrastructure within their own borders- this gave birth to modern day BarnstableTown Hall which currently houses the Town Clerk's office along with various other municipal offices including zoning/development control, budgeting/statutory interpretation
