It is part of the Washington–Baltimore–Anne Arundel County, MD-VA Metropolitan Statistical Area. The first permanent settlers in what would become Westminster were farmers who arrived from Rhode Island in 1683. They named their new land Westminster after London, England. The town's first store was open in 1792 and its first school opened in 1802. By 1825, there were over 50 businesses in Westminster and it had a population of 5,000 people. In 1827, the first courthouse was built and served as the main business district forthe town until 1911 when a new courthouse was built on Park Avenue just south of Main Street which still serves as the town square today. In 1873, John Witherspoon became governor of Maryland and he issued an executive order calling for residents of all jurisdictions within Maryland to form one large Unionist organization called "The Citizens' Committee on Internal Affairs." This order led to the creation of what would become known as "Westminster Presbyterian Church". After Witherspoon's death in office, his son John D., Jr., took over as governor and ordered that all church property be used for government purposes such as schools and hospitals instead of being sold off or used for other purposes such as residential development or commercial use. This prohibition on commercial development also led to some buildings not being torn down until after World War II when they were made available for public use again following regulations put into place during World War II with advances in technology thanks to President Franklin D.' Roosevelt's Executive Order 9981 (also known as The Fair Deal). In 1916, General Assembly candidate Albert Einstein ran unsuccessfully against incumbent Congressman James Meeks for District 10th Congressional District which included much of central Prince George's County including Westminster Township. In 1936 Representative Emanuel Celler won election to succeed Meeks who died suddenly before taking office due to a heart attack only two years earlier while serving term representing District 10th Congresswoman Bella Abzug (later Secretary of State under Presidents Harry S Truman and Lyndon Johnson). When Celler resigned from Congress due to term limits he was succeeded by Elijah Cummings who represented District 10th Congressional District from 1967-1983 before redistricting moved him out east into neighboring Baltimore County where he currently resides making him one of three representatives from Baltimore City (alongside Rep Stephanie Rawlings-Blake and Sen Anthony Weiner). With representation now exclusively within Baltimore City through members elected at-large since 1983 Westminister has remained largely unchanged with few major changes occurign despite having more than 1000 residents including many notable citizens such as entrepreneur Boris Berezovsky; former Mayor Sheila Dixon; Grosse Pointe Farms resident Abdul Latif Jameel; Drudge Report Editor Andy McCarthy; filmmaker David Ostrovsky; Grammy Awards Winner Toni Braxton; Dratelle Luchaire); Mayor Catherine Pugh (now UIC Chancellor) rounds out this distinguished list!
