Ladd began construction of what is now Capitol Hill on the site of what is now Ladd Arena. The first public school opened in 1824 and remained in operation until 1959. In 1889, Congress passed the Takoma Park Act which provided for an annual budget of $10,000 for local government purposes and authorized the erection of a library and art gallery within Takoma Park. Takoma Park experienced some serious population loss during World War II; however, it has since regained most of its former population size. Some notable residents include Dr. Martin Luther King Jr., Eleanor Roosevelt, Bill Clinton, and Mick Jagger.
