Takoma Park was founded in 1849 as an agricultural community on the eastern edge of Georgetown, Maryland. Its name comes from a ridge that lies to the east of the town. By 1900, Takoma Park had more than 12,000 residents and was home to two banks and three churches. During World War II, Takoma Park became one of the largest military bases in Maryland. More than 1,500 soldiers were stationed here during the war, including 200 officers who served in the Army Air Forces. In 1945, following World War II, Takoma Park reverted back to its rural character and experienced a period of decline. However, it has since regained some of its former prominence as a center for education and culture.
The Takoma Park area was first settled in the late 1700s by German immigrants. The early settlers were farmers and their families. In 1836, Congress created Takoma Park as a rural township with a government-owned cotton gin. In 1870, the invention of the internal combustion engine made transportation more efficient, which led to increased business activity in the town. In 1892, the town of Takoma Park merged with neighboring Rockville to form one large municipality. The following year, city services were decentralized into four administrative divisions: public works, housing, parks and recreation, and Utilities. In 1916, Takoma Park became an incorporated city and began to enjoy full city rights and responsibilities. Takoma Park experienced significant growth during World War II due to its strategic location as a strategic military base serving both Germany and England. During the war period, the city developed several new industries including munitions manufacturing and shipbuilding. By 1945, however, economic conditions had deteriorated significantly due to postwar austerity measures implemented by Washington DC. Asahel Ballou became Mayor of Takoma Park in 1945 after being elected on a platform of social justice that focused on populist policies such as free food for all citizensEffective immediately…. In 1948–49,,the City Council debated whether or not to incorporation into Dc because it felt that neighborhood consolidation would improve infrastructure while reducing competition from other nearby municipalities…. Ultimately residents voted overwhelmingly (over 60 percent) in favor of incorporation into the District of Columbia upon receiving notification from Mayor Ballou that full City rights would be available
